이 본 논문의 목적은 한국ODA가 서구 선진공여국에 의해 발전해 온 기존의 국제원조레짐을 준수하고 있는지를 검토하는 것이다. 이러한 목적을 위하 여, 본 논문에서는 한국의 ODA정책과 원조배분의 두 측면을 일본의 ODA와 비교, 분석하였다. 일본ODA의 공여방식은 서구 선진공여국의 그것과는 구별 되어 왔는데, 한국의 ODA는 그러한 일본ODA와 여러 유사점이 있는 것으로 알려져 있다. 본 논문에서도, 자국의 이익을 실현하고 과거의 개발경험을 세계화하기 위한 ODA정책수립, 아시아지역과 중저소득국에 대한 원조의 중시 등, 한국과 일본은 유사한 정책수립과 원조배분을 해 온 것이 확인되었다. 그러나, 일본에 비해 한국의 ODA정책은 새천년개발목표와 빈곤삭감의 원조규 범에 부합하도록 정립되어 왔으며, 그에 따라 아프리카 지역과 최빈국, 사회 부문에 대한 원조배분이 증가하였다. 이것은 일본의 ODA보다 한국의 ODA가 국제원조규범 및 규칙을 적극적으로 준수하고 있다는 것을 의미한다. 한국 ODA는 국제원조레짐의 준수와 자국 이익의 실현을 병행하는 원조 방식 (a two-track aid approach) 을 취하고 있으며, 서구 선진공여국의 ODA에 부분적 수렴을 보이고 있다.
This article aims to examine South Korea’s compliance to the existing aid regime established by Western donors. For this purpose, this article analyzes whether, and to what extent, South Korea has aligned its ODA policy and aid allocation with aid norms and rules through a comparison with Japan. Many scholars agree that South Korea has learned from and followed the Japanese way of providing aid. Comparative analysis finds that South Korea prefers loans and distributes more aid to Asia, and LMICs, and these tendencies of aid allocation are still similar to those of Japan. In addition, South Korea, similar to Japan, has been searching for ways of providing ODA to realize its national interest and to globalize its development experience. However, South Korea has refined its ODA policies, incorporating the ideas of poverty reduction and meeting the Millennium Development Goals (MDGs). In practice, South Korea began to concentrate on providing aid to poorer countries, to Africa, and to the social sector. South Korea’s ODA policy and performance have moved closer to aid norms and rules than those of Japan. In providing ODA, South Korea adopts a two-track aid approach including compliance with the aid regime and the pursuit of its national interest, and this resulted in the partial convergence of South Korean ODA with that of Western donors.
