최신 국제개발협력 논의 동향 분석: OECD DAC를 중심으로

Analysis of the Latest Trends in International Development Cooperation Norms: Centering on the OECD DAC

본 연구는 전환기에 직면한 개발협력을 둘러싼 국제적 동향을 분석하고, 특히 선진공 여국들로 구성된 OECD 개발원조위원회(DAC)의 주요 체제규범의 양상에 주목한다. 또한 OECD의 외연 확장 추세를 파악하고 최신 가이드라인 및 동료검토를 분석하며 지속가능개발목표(SDGs) 달성 전략을 분석함으로써 DAC의 최근 동향을 파악한다. 더 나아가, DAC의 최신 체제규범 분석을 토대로 향후 한국이 선진공여국으로서 도약 하기 위한 정책적 시사점을 제안한다. 방법론적으로는 문헌조사와 함께 OECD DAC, EU, 영국과 일본의 국제개발협력 정책수행기관 및 시민단체, 국내 개발협력 담당자와 이해관계자들과의 심층 인터뷰를 실시하였다. 본 연구 결과, DAC는 원조효과성을 넘어 개발효과성을 지향하고, OECD의 정책일관성 규범에 따라 개발을 위한 정책일관성을 최우선시 함을 확인하였다. DAC는 또한 외연 확대 전략을 적극적으로 추진하였는데 이는 신규 회원국 확대, 비회원국과의 교류 추진, 개발도상국과의 파트너십 강화, SDGs 달성 및 개발재원과 ODA 재정의 논의로 이어졌다. 이 과정에서 한국이 DAC 내 의제수립국으로서 역할을 강화하고 국내적 지지기반을 확대하기 위해서는 ODA의 적정 규모와 질적 기준을 준수하고, 회원국으로서 요구되는 다양한 정책규범과 가이드라인을 충실히 수용하는 것이 필요하다.

This study focuses on the international trend on development cooperation, with special reference to the changing OECD DAC norms. It analyzes the latest trend of the DAC by taking into account the expansion of the OECD DAC outreach, OECD’s strategy on the SDGs, and the latest DAC guidelines and peer reviews. In addition, this study draws policy implications for Korea to become a more advanced donor based on the analysis. This study adopted the literature review and in-depth interviews with the international development cooperation stakeholders from the OECD DAC, EU, United Kingdom, Japan and Korea as the research methodology. The study showed that the OECD DAC has shifted from aid effectiveness to development effectiveness, strongly prioritized policy coherence for development in line with OECD’s emphasis on policy coherence, and promoted extensive outreach strategies. Such changes resulted in the increase of new OECD DAC member countries, formation of partnerships with non-DAC donors as well as developing countries, and contribution to the discussion on the SDGs, development finance, and the re-definition of ODA. The study also drew up policy recommendations for Korea to strengthen its role as an agenda setter in the DAC and receive wider public support. Korea needs to maintain an adequate ODA volume, comply to the qualitative standards, and internalize various norms and guidelines as a DAC member.
