불법온라인 도박의 운영방식과 현황파악에 관한 연구

Study about Operation Methods of Unlawful Internet Gambling:Suggesting A New Research Method by Using Observation Survey

최근 불법온라인 도박시장의 규모는 꾸준히 증가하고 있지만 이에 대한 적절한 억제정책 마련이 묘연한 상황이다. 여러 가지 이유들 중에서도 특히 불법 온라인 도박의 특성으로 인해 이의 운영방식과 이용현황에 대한 명확한 실태파악의 어려움이 영향을 미친 것으로 보인다. 이에 이 연구에서는 불법온라인 도박이 온라인상에서 어떻게 이루어지는지를 파악하기 위해 관찰조사방법을 제안하고자 한다. 연구목적 수행을 위해 이 연구에서는 기존 설문조사나 운영자 면담조사가 아닌 관찰조사를 이용한 불법온라인 도박의 운영실태 파악방법과 그 결과를 제시하고자 한다. 이 연구 수행을 위해 연구자는 11명의 관찰조사원에게 불법온라인 도박관찰조사 방법을 6시간 교육하고 2주간의 불법온라인 도박 사이트 검색 및 직접가입을 통한 불법 온라인 도박 운영방식 및 현황을 파악하고자 하였다. 또한 1차 관찰조사 이후 2차 관찰조사를 통해 실제 불법온라인 도박 사이트의 계속 운영여부 및 단속여부를 파악해 봄으로써 도박 사이트에 대한 직접적인 단속의 한계를 파악할 수 있었다. 또한 최근 불법 온라인 도박의 추세는 전통적인 카지노, 바다이야기 등 릴게임, 경주류 게임 보다는 스포츠 토토가 보다 성행 중에 있는 것으 로 나타났다. 또한 불법온라인 도박의 운영주기는 매우 빨라 단속에 어려움이 존재하는데 단속 속도에 비해 도박 사이트 자체폐쇄 속도가 2배에 달하는 것으로 나타나 실효적인 단속이 어려운 상황으로 보인다. 이에 불법온라인 도박 사이트에 대한 효과적인 근절방안으로 단속 인력의 증원과 단일한 단속체계 마련이 요구된다.

Recently, it is obvious that the size of unlawful internet gambling market is getting expanded. However, it is also true that there is no efficient measure to eradicate and deter it. It may because of lack of information about its actuality and operation method. Therefore it is necessary to find out the ways of operating of unlawful internet gambling. The major purpose, in the result, of this study is to suggest a new approach to use observation research method in the study of unlawful internet gambling. To accomplish the aims, the author selected 11college studetns to observe unlawful gambling web-sites 2 weeks period after fishing a 6hours course of observation method of unlawful gambling. The procedure of observation research method is consisted to 3 steps. 332 unlawful gambling web-sites were collected from the first stage and 126 sites in the second stage were examined. The statistical analyses have shown that unlawful internet gambling web-sites were advertised in the web-page of blog or cafe, SNS, Youtube, and so on. In addition, it is turned out the speed of self-closure is 2 times faster than its compulsive-closure. It means that the formal response to unlawful internet gambling is inefficient. It is necessary to figure out a renovative measure to cope with unlawful internet gambling by re-considering the current regulative system.
