Incentive floor area ratio(IFAR) is designed to promote stake holders active participation in the Conjoint Renewal Program(CRP) for residents of high and low density zones. It helps low density zones with historical or cultural development constraints to be developed. However, decision makers or city planners didn t take into the consideration seriously that IFAR is the main key factor of CRP. Hence, IFAR is not considered and not even included as a major decision factor in the several conjointed development projects which are recently implemented. As a result, high density development zones are unable to get any incentive in profit. In addition, there is no concrete criteria for the distribution of rights and benefit in CRP which should be delineated in the determination of IFAR. Thus, this study attempts to focus on the distribution of IFAR in the combined zone between high and low density zones to keep the balanced distribution of rights and benefit of the two zones, IFAR is to promote high-density zones to participate in the conjoint development projects. The result enables us to show that IFAR of CRP can be distributed in the same rate as former asset value resulted from management disposal plan in the balanced ratio, We also come to show that IFAR can resolve the unbalance using the case of unbalanced Transferred FAR. This study proposes several ideas for the development of CRP through establishing the management disposal plan.
