Attention has been given in recent years in the international community that fisheries stocks are seriously threaten and depleted on the high seas since the 1950 due to the illegal, unreported and unregulated (IUU) fishing. The subject has also received some interest from academic community. However, most of the papers published to date either remain at a theoretical level or focus on specific, and selected facets of IUU fishing. This paper aims to suggest that to the combating the IUU fishing, instead of traditional so called monitoring, control, and surveillance(MCS) system carried by 18 Regional Fisheries Management Organizations (RFMOs) which are institutional loopholing in a real world still existing IUU fishing on the high seas direct trade measures such as Catch Documentation Scheme(CDS) and Generic Labelling Scheme(GLS) are more effective in reducing the IUU fishing. CDS and GLS are provided economic mechanism to reduce the revenues and increase the costs to the IUU fishing vessels. So IUU fishing vessels by themselves give up their business. But there is probably a little bit of problem to solve the conflict the currently WTO and MEA rules and direct trade measures. Therefore it is needed to be harmonized or changed WTO and MEA rules
