역사적 신제도주의 경로의존성 관점에서의 교장공모제 제한요인 분석

An Analysis of Constraints Embedded in the Implementation of the Open Recruiting Principal Employment System in Terms of the Path dependence of Historical Institutionalism

본 연구는 교장공모제 도입 목적과 실제 운영상의 괴리 현상에 주목하여, 교장공모제 운영 방식이 기존 교장임용제도인 승진제와 초빙제의 모습을 따라가는 경로의존현상임을 밝히는데 목적이 있다. 교장공모제가 기존 제도에 경로의존하게 되는 원인을 밝히기 위해서 역사적 제도주의의 제도적 맥락과 경로의존성 개념을 이용하였다. 연구 결과 첫째, 보수적, 경력 중심의 교직 문화가 제도적 맥락으로 작용하여 경로의존성에 영향을 주었다. 둘째, 경로의존성과 관련된 연구물을 통해 경로의존성의 원인을 크게 5가지로 파악하여 교장공모제의 제한요 인을 분석하였다. 그 원인으로는 변화에 소요되는 비용의 문제, 권력 불균형의 문제, 복잡한 현실과 인식의 제약, 제도의 점착성, 제도적 상호보완성이 탐색되었다. 그리고 이와 같은 제한요인을 통해 교장공모제라는 경쟁을 통한 임용방식의 개선보다는 ‘유능한 교장’을 양성하는 측면에 제도 개선의 초점을 더욱 맞출 필요가 있음을 제안하였다.

The study was intended to prove the existence of the path dependence phenomenon within the way the open recruiting principal employment system has operated in conjunction with aspects of the already existing principal employment system. To do that, we focused on the differences between the original aims of and the actual operation upon adopting the open recruiting principal employment system. We applied the path dependency theory in order to discover how similar the adoption of the open recruiting principal employment system was to the previous system. As a result, first, the path dependence was affected conservatively and centered in the career culture in schools as an institutional context. Second, the constraints of the open recruiting principal employment system were analyzed via five causes of path dependency through research of related path dependency. The causes are problems of costs, asymmetries of power, intrinsic complex and opacity, sticky of institutional change and institutional complementarities. And through such constraints, we suggested that the focal point be more aimed at raising competent principals than at running a recruiting principal employment system by competitions for developing institutions.
