본 연구는 급변하는 한국의 환경에서 철도운송의 당위성과 나아가 이러한 철도의 확산을 위해서 정부 및 관련기관에서 어떠한 요인에 집중해야 하는지에 대한 실무적 증거를 제시하였다는데 그 의의가 있다. 본 연구는 한국의 철도 수송의 확산을 위해 화주, 포워딩 업체를 대상으로 철도 수송에 영향에 주는 요인을 탐색하였다. 기존 연구를 토대로 비용, 화물, 서비스, 인도를 철도 이용에 직간접적으로 영향을 주는 요인으로 선정하였다. 비용과 화물특성은 철도가 제공하는 서비스 및 인도에 영향을 주며 서비스와 인도는 철도의 이용에 직접적인 영향이 있다는 것을 알 수 있었다. 본 연구 결과를 토대로 한시적인 인센티브나 할인과 같은 전략이 아닌 타운송수단과의 연계나 수송시간의 확보와 같이 장기적인 하드웨어 인프라 투자가 우선이라는 것을 알 수 있었다.
The purpose of this study was to suggest a model to increase the use of railroad system. The usage rate of railroad system did not increase despite government’s efforts to expand its use. Therefore, we determined factors influencing the use of railroad system in Korea in this study. The model we suggested in this study was verified by using shipping and forwarding companies. We conducted an empirical study targeting South Korea enterprises and identified four factors (cost, commodity, service, anddelivery) that could influence the use of railroad system in Korea. Our hypotheses were all supported. Our results suggest that government or related organizations should consider both service and delivery of railroad system. To increase the use of railroad system, long-term strategies such as investing infrastructure rather than short-term strategy such as using incentive should be used. Previous researches have explored factors influencing the modal shift toward railroad. However, this study investigated the relations among variables extracted from previous researches. We verified the factors that should be considered for expanding the use of the railroad system in Korea. Moreover, we suggested a proper model for increasing the use of railroad system. Through our results, government and related organizations could extract strategies to increase the use of railroad system.
