본 연구는 이중물류구조, 물동량 불균형, 물류 인프라 구축 미비 등으로 타지역보다 물류비가 과다하게 소요되는 제주지역 물 류비 절감 방안 마련이 요구되는 상황에서, 제주지역 반출 물동량 발생의 주요 화물인 농산물을 중심으로 물류비를 분석하고자 하였다. 이를 위해, 제주 농산물의 출하 현황 및 유통⋅물류 실태를 분석하고, 국토교통부의 ‘기업물류비 산정지침 기본해설서’에의한 원가산정 조사에 의해, 산지에서 도매시장까지의 유통단계별 물류비를 산출하였다. 본 연구의 분석 결과 및 시사점은 다음과 같이 요약된다. 첫째, 제주 농산물의 산지에서 도매시장까지의 톤당 물류비는 서울지역으로 출하할 경우 258,493원으로 가장 높고, 다음으로 영남권(242,784원), 호남권(218,698원) 순으로 높게 나타났다. 둘째, 2014년 도외 반출되는 제주 농산물 총 물류비는 2,212억 7,328만원으로 분석되었다. 이중 도외 반출되는 제주 농산물(877,406 톤)의 해상물류비는 740억 4,867만 원(2014년 기준)으로 나타났다. 이와 같은 결과는 제주지역의 경우, 도서지역으로 국내 농산물 주요 생산지임을 고려할 때, 국내시장 수급 및 가격 안정을 위한 생산기반의 지속적 유지, 도서지역 시장경쟁력의 제고와 유통 체계 개선 유도, 새로운 물류단계 및 물류기술 개발, 물류체계 개선 및 물류 네트워크 구축, 항만⋅선박⋅물류시설 등의 물류 인프라 정비, 선진 물류 업체 유치 및 물류기업의 경영 합리화, 농산물 포장재 개발, 물류 해상운송비 지원 등의 물류비 절감 방안 정책이 필요함을 시사한다.
The purpose of this study was to calculate logistics cost of Jeju agricultural products were flowed from Jeju to wholesale market in the process of distribution to find a method of reducing logistics costs of them excessively consuming than the other regions. For this purpose, we analyzed the status of distribution and logistics of Jeju agricultural products and the logistics costs of them were yielded by the ‘cost estimating method based on logistics company guidance manual’of Ministry of Land, Infrastructure and Transport according to processes of distribution were flowed from Jeju to the wholesale market of inland. Studies are showed that Jeju agricultural products shipped through maritime transport were 877,406 tons by 2014 and maritime logistics costs per ton was calculated at 84,395 won, as a result, the entire maritime logistics costs were accounted for 74 billion won. The total logistics costs of Jeju agricultural products were estimated over 221 billion won from production areas to the wholesale market yearly. These survey results are significant to be as data that can recognize the scale of total logistics costs required to ship of the Jeju agricultural products annually. Above all, these survey results about logistics costs of Jeju agricultural products can be utilized to reduce the heavy burden of distribution costs for Jeju farmers
