시청자참여프로그램 운용에 대한 정책 및 활성화 방안 연구 : 방송사담당자 인터뷰를 중심으로

이 연구는 방송의 혜택을 모든 국민이 고루 누릴 수 있도록 보편적 서비스를 유지, 확대하기 위한 최선의 방편으로써, 시청자주권을 확보하기 위한 최선으로써 시청 자참여프로그램의 현황을 고찰하고 활성화방안을 모색하고자 했다. 연구 방법으로 시청자참여프로그램 운영 방송사담당자를 대상으로 심층인터뷰를 수행했다. 연구 결과, 시청자참여프로그램 활성화를 위해서는 향후 시청자제작자의 저변확대 및 홍보, 참여 프로그램 질 향상, 시청자참여프로그램 의무편성, 지역방송사업자 중점 지원, 시청자 미디어센터의 활용도 향상 및 미디어교육 원스톱 지원체계를 구축 등이 필요함을 논의했다.

This study investigated how to promote the viewer-participation program as the best ways to maintain and enlarge universal service and to ensure the viewer-sovereignty, after analyzing the present situations of that program. As a research method, this study employed an in-depth interview with on-site operators of the viewer-participation program. The results of this study suggested that for activating the viewer-participation program it is necessary to expand the basis of audience producers and public relations including advertising and promotions, improvement of that program s quality, coerced programming of that program in legal aspect, concentrative supports for local broadcasting companies, improvement of the degree of the viewer-media-center usage, and establishment of a one-stop supporting system for media education.
