This study aims to explicate the whole concept of the Japanese peaceful nation plan through the disapproval of the anti‐war movement. In particular, this paper examined UchimuraKanzou and KotokuSyusui, who led to the disapproval of the war and the anti‐war movement in modern Japan. These two are the leading figures who were opposed to Japan’s invasion policy and stood for the liberty and human right of people. Above all, these two recognized that people’s basic human rights and liberty cannot be actualized without stable peace, and they insisted on the disapproval of the war for peace. Their ultimate goal was to actualize the peaceful nation of Japan which ensures the people’s human rights and liberty. In addition, the present paper reveals that UchimuraKanzou and Koutoku Syusui’s idea on the anti-war movement was put forward for the independence and benefit of Japan.
