토사재해 저감을 위한 계획기법 및 지구단위계획시행지침에 관한 연구

Planning Strategy and Guidelines for the District Unit Plan for Landslide Adaption

본 연구의 목적은 최근 기후변화에 따른 자연재해 중 도시 인프라, 인명, 재산 등에 큰 피해를 줄 수 있는 토사재해를 저감할 수 있는 계획기법 및 도시설계지침을 도출하는 것이다. 연구의 방법으로는 해외 선진국들 중 미국, 호주, 캐나다, 홍콩의 연구·계획·정책들에 대한 문헌고찰을 통하여 계획기법을 분석하였고 도시설계 및 재난 분야의 실무진과 전문가 자문을 통해 도시설계적 측면에서 우리나라에 적용 가능한 토사재해 저감을 위한 계획기법을 도출하였다. 마지막으로, 관련 기관과의 회의를 통해 도시설계항목 및 기법 그리고 실제 적용 가능 대상지인 세종시 6생활권을 대상으로 토사재해 저감을 위한 지구단위계획시행지침을 제안하였다. 연구 결과는 토사재해 대응형 안전한 도시조성을 위해 ‘토지이용적 측면, 도시적 측면, 단지적 측면, 건축적 측면’으로 구분하여 제안하였다. 본 연구에서 도출된 결과는 향후 신도시 및 단지 계획 수립 시 재해로부터 안전한 도시공간을 만들기 위한 기초자료로 활용될 수 있을 것이다.

The purpose of this study is to draw Planning Strategy and Guidelines for the District Unit Plan for Landslide Adaption. Method of the study is done with: first, it conducted literature review regarding relevant researches, plans, and policies of United States of America, Australia, Canada, and Hong Kong. Second, it derived Urban Design Guidelines for landslide adaption through focus group interview with experts from urban design and disaster field. Third, it derived the final planning technique and detailed strategy for district unit plan for landslide adaption that can be adapted to 6th Zone in Sejong City, South Korea. As a result of the research, it suggested applicable Urban Planning Strategy and Guidelines for the District Unit Plan for Landslide Adaption with divisions of aspects, land use, urban environment, complex, and architecture . Research findings can be used as preliminary data for the future disaster preventing plans, and can be developed through further applications to Sejong City.
