협력적 거버넌스를 통한 재난구호체계 활성화 방안에 관한 연구

A Study on Activating the Disaster Relief System by Cooperative Governance

본 연구는 재난사례 분석을 통해 재난구호분야의 조직, 구호물자, 자원봉사 관리의 문제점을 살펴보고, 협력적 거버넌스의 핵심요소인 네트워크, 역할과 책임, 신뢰·협력을 바탕으로 한 중간지원조직 육성을 통한 개선방향을 모색하는데 의의가 있다. 연구결과 주요 정책적 제언은, 첫째 재난구호분야 네트워크 중심의 협의회형 중간지원조직의 육성이다. 둘째, 구호물자 및 자원봉사자 관리를 위한 허브형 중간조직의 육성이다. 셋째, 전문적 재난리더 양성을 위한 인큐베이터형 중간지원조직의 육성이 도출되었다.

This study aims to analyze the problem of a disaster relief sector s key components of organization, aid, volunteer management through disaster cases, and seeks to improve disaster relief system which is based on the cooperative governance s network, roles and responsibilities, trust and cooperation through the intermediate support organization based training. The major policy proposals are as follows : Firstly, nurturing the council-type network of intermediate support organization for systemic disaster relief areas activation. Second, developing the hub-type intermediate organizations reinforced roles and responsibilities for relief and volunteer management. Third, fostering the incubator-type intermediate support organization for professional disaster leaders.
