Trade facilitation refers to all measures which expand international trade by increasing efficiency and reducing transaction costs by simplification or elimination of unnecessary and complicated procedures, practices, and associated infrastructure. This paper examines insufficient points of provisions of Trade Facilitation in FTAs concluded by Korea when compared to the provisions of trade facilitations defined by international organizations or FTAs of other countries. Currently, South Korea has FTAs with 15 countries already in force. Among the provisions in 11 of these FTAs is chapter on trade facilitation. A Korea FTA does not regulate measures of trade facilitation such as prohibition of consular transaction requirements, optional electronic payment, separation of release from final determination of customs duty, taxes, fees and charges, establishment and publication of average release times, movement of goods intended for import under customs control, prohibition of mandatory use of customs brokers, common border procedures and uniform documentation requirements, return of the rejected goods, temporary admission of goods and inward and outward processing, perishable goods, single window and freedom of transit. In future FTA negotiations it is suggested that it is necessary to negotiate the above-mentioned trade facilitation measures which have not yet been discussed.
