At a time when the trend of low growth is becoming entrenched around the world, we are in dire need of new growth drivers. Fortunately, the recent advancements in various convergence technologies, including bio-engineering, have rapidly created new opportunities in Korea’s agricultural industry. The Korean government is consistently expanding national R&D budget for the purpose of accelerating economic growth through technology innovation and enhancement of international competitiveness in order to enhance value-added agriculture in the global market. At this point in time, multilateral attempts are being performed to measure investment efficiency of national R&D programs and improve strategic investment plans and management systems. The objective of this study is to analyze current challenges of agricultural R&D by investigating various documents and suggest systematic and political directions for enhancement of efficient R&D investment by utilizing DEA as a tool to reviewing precedent studies related to research and development efficiency. In order to perform empirical analysis on R&D efficiency in the field of agriculture, statistical data-base and analysis results proposed in this study may be utilized as academic purpose and also as basis for finding alternatives for efficient R&D policies in the future.
