관광경찰 현황분석과 정체성 확립방안

A Study for the Status of Tourist Police and the Establishment of Identity

관광경찰은 신생조직으로서 가시적인 성과를 창출하고 있으며, 향후에도 관광안전문제를 관리하고, 외국인 관광객들의 만족도와 우리나라의 대외 이미지 제고에도 기여한다는 측면에서 중요성이 강조된다. 그러나 한편으로 인력과 장비 부 족, 집행・단속・수사기능의 중복, 특화된 기능이 부족 등을 들어 관광경찰에 대한 비판적인 논의도 있다. 이러한 한계를 보완하고, 보다 나은 성과를 창출하기 위해서는 한국관광산업과 관광경찰들이 직면한 현실적인 문제점을 분석하고 바람 직한 변화 방향을 제시할 필요가 있다. 이에 본 연구는 관광경찰의 주요 성과 및 실태 분석을 통하여 현재의 관광경찰 운영시스템을 재정비하고, 일반경찰과 차별되는 관광경찰대의 고유한 업무범위를 제안하여 지속적인 발전을 위한 관광경찰 의 정체성 확보방안에 대해 논의하도록 한다. 관광경찰은 관광이라는 영역에서 질서유지와 법집행자로서의 역할을 제대로 수행할 수 있도록 관광경찰 정체성을 확립할 필요가 있으며, 관광경찰의 정체성 확립을 위해서는 현장 대응능력강화, 관련부처와의 협업방안, 신규 대상지역과 대상 범죄(관광범죄)의 발굴, 언론홍보를 통한 긍정적 이미지 제고 등을 고민할 필요가 있다.

As a new organization, tourism police are creating visible results, and it is emphasized that it is important to manage tourism safety issues in the future and to contribute to the satisfaction of foreign tourists and to enhance the image of our country. On the other hand, there are critical discussions about tourism police because of lack of manpower and equipment, redundancy of enforcement, enforcement and investigative functions, and lack of specialized functions. In order to overcome these limitations and create better results, it is necessary to analyze the real problems faced by the Korean tourism industry and tourism police, and to suggest desirable change directions. The purpose of this study is to reconstruct the existing tourism police operation system through analyzing the main achievements and actual conditions of the tourism police, and to propose the unique scope of work of the tourism police officers, I will discuss it. In order to establish the identity of the tourist police, it is necessary to strengthen the on-site response capability, to collaborate with related departments, It is necessary to investigate target areas and target crime (tourism crime), and to raise positive image through publicity of press.
