Significance and Issues of the Vacant House Regulation Ordinances

In recent years, there has been an increase in vacant houses in which proper management is not carried out, which is causing serious social problems. In order to promote the maintenance and utilization of vacant houses, to improve the convenience of residents and to prevent safety accidents such as crime, collapse, and fire in the case of the planned maintenance area, ordinances have being enacted for the purpose of contributing to the safe and comfortable living environment. The number of such local governments is increasing. These vacant house regulation ordinances generally include the purpose of the ordinance, the definition of vacant house, the responsibility of local government, the object of support, the securing and utilization of vacant house, the duty of vacant house owner, the construction and operation of vacant house information management system, promotion, guidance and supervision. However, these vacant house regulation ordinances have various legal issues. In other words, these are the type of the ordinance, the difficulty of the definition of the vacant house as a protection legal interest, the definition and the investigation of the owner, survey and administrative guidance and order, announcement, administrative substitute execution, administrative compulsion, office management. Analysis of these issues through, a desirable direction of the vacant house regulation ordinances is here proposed in order to manage and maintain the vacant house desirable.
