한부모가족 지원을 위한 네트워크 강화 방안에 관한 탐색적 연구

An Exploratory Study of the Measures to Strengthen Networks for Supports for Single-parent Families

본 연구는 한부모 가족지원을 목적으로 실시되는 대표적인 정책 사업인 취약·위기가족지원사업이 한부모 가족의 다양한 문제와 복합적인 서비스 수요에 부응할 수 있도록 네트워크 현황을 파악하고, 활성화 방안을 모색하는데 목적을 두었다. 이를 위해 취약·위기가족지원사업을 수행하는 건강가정지원센터 30개소 전수를 대상으로 네트워크 현황조사를 실시하였고, 이 가운에 조사에 응한 23개소의 자료를 토대로 분석을 실시하였다. 또한 네트워크 운영의 문제점과 개선방안을 심도 있게 모색하기 위해 전문가 및 현장관계가 15명을 대상으로 포커스그룹인터뷰를 실시하였다. 조사결과를 토대로 건강가정지원센터의 한부모 가족지원 네트워크 강화를 위해서는 전담 인력 및 조직 강화, 네트워크 역량강화 시스템 운영, 다양한 서비스 개발, 공공부문과의 네트워크 활성화, 연대활동 강화 노력이 필요함을 제시하였다. 본 연구는 최근 한부모 가족지원의 새로운 복지 전달체계로 자리매김하고 있는 건강가정지원센터의 한부모가족지원사업 네트워크 현황에 대한 기본적인 이해와 더불어 실천방향을 제시하였다는 점에서 의미를 지닌다.

The purpose of this study is examine the current state and problems of networks to support single-parent families and present measures for operating networks to provide customized support and integrated services in response to policy demands for single-parent families. To examine current state of network, survey data collected from 23 centers that offering social services to single parent families was utilized. To figure out critical problems and improvement plan, we conducted focused group interviews with 15 researchers and people concerned. Based on the results of survey and FGI, following strategies were suggested : (1) to facilitate institutions’capabilities for networking, competencies for both staffs and organizations’ toward networking should be strengthened, (2) to meet diverse demands of single parent families, more supportive programs must be developed, and (3) building cooperative relationships with public sector is needed for intensify network system to improving supports for single parent families.
