Effectiveness of Program and Project Aid in Sub-Sahara African Countries

본 논문의 목적은 사하라이남 아프리카의 경제적 발전을 촉진하기위한 원조 방식 중에서 프로그램 (예산지원) 또는 프로젝트(특정투자사업지원) 원조 간의 상대적 우위성을 평가하는데 있다. 2016년부터 시작되는 지속적 발전목표 (SDGs)의 달성에 필요한 재원의 규모는 새천년 개발목표 (MDGs)의 달성에 필요한 재원에 비하여 훨씬 많을 것으로 추정되고 있기 때문에 원조자금을 효율적으로 활용할 필요성은 증대되고 있다. 더욱이 원조의 효과성에 관한 논의는 과거와 같이 원조 전체의 효과성을 논의하기 보다는 점차적으로 원조를 세분해서 경제분야별 원조, 지역적 원조, 또는 방식별 원조의 효과성을 논의하는 접근법으로 옮겨가고 있다. 따라서 본 논문도 빈곤률이 높은 41개 사하라이남 아프리카 국가에 대하여 새천년개발기간 중 (2005-2014)에 제공된 원조의 효과성을 프로그램 또는 프로젝트라는 원조방식별로 분석하기 위하여 세계은행의 세계개발지표 (WDI)와 OECD의 공여국보고자료(CRS)자료를 이용하였다. 분석방법은 패널데이터의 분석방법 중에서 Hausman test를 이용하여 일관성이 높은 추정방법을 사용하였다. 또 추정의 일관성을 높이고, identification (endogeneity)문제를 해결하기 위하여 모든 자료의 5년에 걸친 평균값을 이용하였고 또 시차를 둔 종속변수를 사용하였다. 분석의 결과, 프로그램 원조가 한계효율의 체감성을 보이긴 하였지만, 경제성장을 촉진하는 것으로 나타났다. 반면에, 프로젝트원조는 그 자체만으로는 경제성장에 효과를 미치지 못하며, 경제정책환경과 상호작용을 하였을 때에는 부 (마이나스)의 효과성을 보였다. 결론부분에서 정책적 함의를 논의하고 프로그램원조를 활용할 때에 필요한 주의점을 요약하였다.

The purpose of this paper is to assess the relative effectiveness of the program (budget support) and project aid modalities in promoting economic development in Sub-Sahara African countries. With the advent of the Sustainable Development Goals (SDGs) in 2016, the financial resources required for their implementation have sharply increased compared to those of the Millennium Development Goals (MDGs), and the pressure to use aid resources effectively will be mounting. One way of using aid resources effectively in the future is to learn from the MDG history a better modality of aid, especially between the program and project aid modalities. This paper, therefore, tests the relative effectiveness of program and project aid modalities for 41 Sub-Sahara Africa countries over the Millennium era (2005-2014), through panel data analysis method selected by using the Hausman test. The results show that program aid promotes economic growth, though it is also shown to have diminishing marginal returns on growth. Project aid on its own has no impact on economic growth; however, when interacted with policy, it negatively affects growth. The study concludes with an elaboration of policy implications and words of caution for the practice of program aid.
