The purpose of this study is to investigate the validity of national level character education policy, and findings are as follows. Firstly, it seems to be reconsidered the limited numbers and the traditional attributes of virtues. The 5 year s plan be supplemented the ground of ‘why’. Secondly, competencies of character education should be examined as soon as possible, in that national level character education policy ignored the importance of reflectiveness which the authors of DeSeCo project(2003) had been emphasized. Thirdly, relationship between virtues and competencies are investigated, because different approached could create chaos in teaching realities especially in school classroom. On those reasons, this paper tried to insist the integration approach on character education based on core competencies. it be escaped from such ideological problem of choosing virtues, tautological issues between virtues and competencies, and unity of knowledge and action problem. Additionally, this paper tried to extract the main educational approach of 5 years plan which was issued by ministry of education the characteristics of it were not indirect and integrated, but direct and isolated one. And more, virtues approach and social interactional approach in moral education were overwhelmed on the government s plan.
