The purpose of this study was to investigate the status of in-service education, to analyze the needs of practical arts teachers for in-service education program, and to develop in-service education programs for practical arts education in elementary school. For this, the study was carried out through review of literature, journal, website of teachers training center and related educational materials. Major findings of this study were as follows: The opportunity of in-service education program for practical arts education in teachers training center were not offered to teachers. Teachers required for variety of in-service education program methods, contents, period and professional staffs. It should be needed to support the blended learning(an appropriate mit of online-offline in-service education) system. The National University of Education should provide a variety of in-service education program, such as enhancing trainer expertise and training quality control, so that it could conduct an effective and efficient in-service education program. The most desired educational contents of in-service education program were gender-equity career education, e-PBL learning, environmental education, creative invention education etc. From the results, I recommended the in-service education program of practical arts education might be the most appropriate type of the practical arts education
