혁신도시 클러스터용지 공급의 문제점과 개선 방안

Issues and Improvement Stragegies on the Supply of the Land for Innovation-Clusters in Innovative Cities

본 연구에서는 혁신도시 클러스터용지 공급의 문제점을 지적하고, 그 대안을 도출하고자 하였다. 우선, 전문가들을 대상으로 한 델파이분석 결과, 클러스터 용지가 기업을 유치하는 기능을 수행하지 못하고 사실상 상가로 악용되는 문제의 원인은 조성원가 공급이라는 데 의견을 모았다. 또한, 그 대안으로서는 단순한 공급 가격의 수정보다는 산·학·연 클러스터 구축계획을 수정하는 것이 바람직한 것으로 나타났다. 다음으로 산·학·연 클러스터 구축계획에 구체적인 대안을 제시하기 위하여 지식산업센터의 지원기능시설의 면적 비율에 대한 사업성 분석을 실시하였다. 분석 결과, 지원기능시설의 면적 비율을 100분의 10일 경우에는 수익률이 -33.3%로 나타났으나 지원기능시설 외에 지식산업센터의 본래 목적인 기업 및 연구 기능을 유치하여 공장면적의 50% 정도를 분양할 경우 그 수익률은 15.8%로 개선되었다. 이는 현재 혁신도시 내 지식산업센터의 지원기능시설 면적비율의 수정이 필수적이라는 것을 보여준다. 즉, 사업자들이 단순한 지원기능시설의 분양이 아닌 지식산업센터의 본래 목적인 기업 유치에 힘을 기울일 수 있도록 할 필요가 있다.

1. CONTENTS (1) RESEARCH OBJECTIVES The land for innovation-cluster is crucial in the innovation city to achieve its original goal. However, the innovation-cluster land is misused as real estate speculation with knowledge indusry center development. Therefore, this study aims to analyze the supply system and the process of innovation cities, and to suggest policy alternatives. (2) RESEARCH METHOD To achieve the research objectives, literature review was conducted to find out the problem of supply system in innovation cities. Also, we conducted the delphi survey and the feasibility study. (3) RESEARCH FINDING The results of delphi survey show that there should be detailed guideline for knowledge industry center in the plan for industry-university-institute. Also, the results of feasibility study show that the ratio of support function in the knowledge industry center can be at least 10% lower. 2. RESULTS To improve the land supply system, the plan for industry-university - institute should be upgraded. First, the ratio of support function in knowledge industry center should be lower. Second, concrete business plan should be presented when the land for innovation-cluster is used for knowledge industry center.
