발명영재의 관찰추천제 선발에 관한 초등 교사의 인식

Perception of ‘Observation and Recommendation System’ by Elementary Teachers for the Recruitment of Invention Gifted Student

이 연구의 목적은 초등학교에서 영재관찰추천제도 시행에 따라 이루어지고 있는 발명영재교육 대상자 선발에 대한 일반교사, 영재교육 담당교사, 발명영재 담당교사의 인식을 조사하여 발명영재 교육에 대한 기초 자료를 제시하는 데 있다. 이를 위하여 초등학교 교사들의 인식을 알아볼 수 있는 설문지를 개발하여 설문조사 방법으로 수행되었다. 이를 바탕으로 도출된 결론을 제시하면 다음과 같다. 첫째, 초등학교 일반교사들은 관찰추천제도의 내용을 인지하지 못하고 있었다. 홍보책자, 리플렛, 교 사 연수, 설명회, 학부모 총회 등을 통하여 발명영재 선발을 위한 관찰추천제도의 홍보가 필요하다. 둘째, 초등 교사들은 교육현장에서 발명영재교육의 활성화가 부족하다고 인식하고 있었다. 질적· 양적 성장을 위해 발명영재학급 설치확대, 발명영재교육 프로그램 배부 및 활용연수 실시 등 교육청의 효과적인 정책과 실행이 필요하다. 셋째, 초등 교사들은 대부분 담임교사의 발명영재 판별에 어려움을 느끼고 있었다. 이와 관련된 연수 및 도구개발·보급, 업무경감을 위한 제도적 보완이 필요하다. 넷째, 영재교육 담당교사들은 관찰수행을 위하여 발명영재성 검사 및 판별도구가 시급히 마련되어야 한다고 생각하고 있었다. 발명 영재성 진단프로그램 운영에 필요한 검사 및 판별도구 보급, 관찰프로그램 제공이 필요하다. 다섯째, 초등 교사들은 발명영재 추천위원회 구성에 어려운 점이 많다고 인식하고 있었다. 제도적인 장치와 여러 유관기관의 협조 등으로 각 학교 추천위원회 구성에 도움을 줄 필요가 있다. 여섯째, 발명영재 담당교사들은 발명영재교육기관 선발단계에서 수행관찰 및 심층면접 프로그램이 가장 필요하다고 인식하고 있었다. 따라서 프로그램의 내용은 일정기간 학생을 관찰하면서 발명에 대한 관심, 적성, 능력 등을 종합적으로 판별할 수 있는 것이어야 한다. 마지막으로, 초등 교사들은 관찰추천제도에 따른 발명영재 선발이 효과적일 것이라고 인식하고 있었다. 따라서 발명영재를 선발할 수 있는 판별도구나 프로그램이 개발․보급되고, 발명영재 판별에 대한 전문성을 키우며, 효율적인 제도 장치가 마련될 필요가 있다.

The purpose of this study was to identify the perception of general teachers, GATE (Gifted And Talented Education) teachers and Invention Genius teachers on the recruitment of invention gifted student in elementary schools conducted according to Observation and Recommendation Scheme, to identify the problems and to provide the improvements. For the purpose of the study, a survey questionnaire was developed to measure the perception of elementary school teachers and a survey was performed. The followings are the conclusions of the study. First, general elementary teachers did not recognize the details of Observation & Recommendation scheme. Second, elementary school teachers perceived that invention GATE should be activated in educational fields. For the quantitative and qualitative growth, the legislation and enforcement of more effective policies are needed such as expansion of invention genius classes, distribution of invention GATE program and execution of training programs to which GATE is applied. Third, most of elementary school teachers felt difficulties in distinguishing invention gifted students from others. Fourth, GATE teachers thought that the test and distinguishing tools should be produced for Observation and Recommendation scheme. Therefore we need to provide tests and tools for talent diagnosis program operation and have an observation program. Fifth, elementary school teachers perceived it difficult to compose an Invention Genius Recommendation Committee. Sixth, invention genius teachers perceived that the behavior observation and in‐depth interview programs are the most urgently needed for the recruitment of geniuses. Finally, elementary school teachers perceived that the recruitment of invention gifted students by Observation and Recommendation effective.
