투자개발형 플랜트사업의 PP 업무절차서 표준 모델 개발에 관한 연구

Study on Standardization of Work Manuals for Investment-Development Type Projects in Plant Engineering

본 연구에서는 플랜트 사업의 4가지 유형(단순도급형, EPC 금융주선형, 사업주 금융주선형, 투자개발형) 중 사업 규모가 가장 크고, 최근 발주 트랜드로 각광을 받고 있는 수의계약 형태의 투자개발형 사업에 대한 PP(Project Process) 업무절차서 표준 모델을 처음으로 개발하여 제시하였다. 그 개발 절차는 ① 투자개발형 사업을 직접 수행하여 PF(Project Financing)에 성공 또는 성공예정인 사업을 수행한 기업들이 보유한 사내 사업 절차서(또는 업무 매뉴얼)을 확보, ② 이를 분석, 공통적인 내용을 중심으로 PP 절차서(초안) 마련, ③ 이렇게 마련된 절차서(안)을 기업별 업무 담당자에게 회신하여 각 항목이 포함되어야 하는 필요성과 근거를 검증, ④ 이에 대한 이행시기(年月)를 확보 ․ 입력, ⑤ 항목간 선후관계를 분석 후 업무절차서 표준모델 초안을 마련, ⑥ 다시 실무전문가의 의견을 반영하여 업무 절차서 표준모델을 확정 ․ 제시하였다.

Purpose : The purpose of this study is to attempt to establish the standard work manuals for financial procurement of investment-development type projects in plant engineering. Research design, data, methodology : This study utilises qualitative and field research methods as it analyses the cases and feedback provided by practitioners. Regarding the investment-development type projects in plant engineering, the standard work manuals are not yet established. To avoid practical problems arising out of it, this study takes the research steps as follows; it studied 6 overseas Development Type projects conducted by Korean companies that are successfully finished; analysed their procedures to draft basic procedures: send it to persons who are in charge of project and receive their feedback; on the basis thereof, rearranged the procedures by inserting the time period; receive the feedback again; and finalized the standard model after review from the experts in practice. Results : It is found that the suggested work manual for investment- development type may enhance the success thereof, due to prudent preparation of work procedure can be performed. Conclusions : As this study suggest the standardization of work manuals for investment-development type projects for the first time, reasonable practical implications for practitioners can be pointed out as the academic achievement thereof.
