발명교사인증제의 발전적 방향 탐색

Prospects for Invention Teacher Certification System

이 연구는 발명교사인증제의 지속적인 발전을 위하여 도입 초기 정책과 현황 등을 역사적인 관점 에서 정리하고, 당면과제와 그에 따른 개선 방안 등을 모색하기 위하여 한국발명진흥회 내부 자료의 수집ㆍ정리, 발명교사인증 자격을 소지한 교사들을 대상으로 한 설문조사에 의하여 이루어졌다. 발명교사인증자격을 소지하고 있는 교사들은 대체로 발명교사인증제가 발명교육의 활성화에 기여 하고 있는 것으로 생각하고 있었으며, 이 제도가 국가의 정식 자격제도로 발전하기를 희망하고 있었 다. 합격자 현황을 보면, 시행 첫해에는 응시자격을 갖춘 자원이 많아 367명의 합격자 수를 낼 수있었지만 이듬해인 2014년에는 발명교사 마스터 수까지 포함하여 합격자 수가 167명으로 크게 줄어들었다. 인증제의 현황 분석과 설문조사의 결과를 바탕으로 분석한 결과에 의하면 응시자격을 갖춘 인적 자원이 부족한 점, 등급별 응시기준이 까다롭고 너무 강하다는 점, 자격획득에 따른 인센티브 제공이 미흡한 점 등이 큰 문제인 것으로 나타났다. 이와 같은 결과를 기초로 몇 가지 제언하면 다음과 같다. 첫째, 현직교사를 대상으로 한 발명직무연수를 확대, 강화함으로써 발명인증시험에 응시가 가능한 유자격 자원을 많이 확보해야 한다. 둘째, 발명교사인증 자격증을 소지하고 있는 교사들에게 등급에 걸 맞는 실제적인 인센티브를 제공해야 한다. 발명교육센터, 발명영재학습 지도교사로 우선 배치하고, 우수교사 포상 등을 비롯하여 다른 방안을 강구할 필요가 있다. 셋째, 발명교사인증 자격증을 소지하고 있는 교사들을 관련 지도교사로 우선 배치하는 것 이외에도 일선학교 교육과정 컨설턴트 및 발명교사로 우선 배치하고, 직무연수 및 대학원 등의 전문 강사로 활용하며, 교과부가 추진하는 STEAM 교육 교사로 활용하는 방안도 모색할 필요가 있다. 넷째, 이제 막 걸음마를 시작한 발명교사인증제가 국가적인 자격제도로 뿌리내릴 수 있도록 관련 연구를 계속할 필요가 있다.

This research analyses the policies and conditions of early introduction of Invention Teacher Certification System. The internal data resources from Korea Invention Promotion Association and the survey results of invention teachers are utilized to discover urgent problems and improvement solutions for the system. The teachers with Invention Teacher Certification in general appeared to be thinking that Invention Teacher Certification System effectively contributes to promoting invention education, and hoping that the system would be accepted as a nationally registered license in the future. The number of successful candidates for the system in 2014 including Master Invention Teachers was noticeably decreased to 167 compare to 367 in 2013. The results from analysis and surveys show that limited number of qualified applicants, difficult and strong criteria, and insufficient incentive offerings for the system and invention teachers caused the decrease. Suggestions based on those findings are as follows: First, sufficient number of qualified applicants for Invention Teacher Certification System should be produced by strengthening in-service teachers invention training. Second, proper incentives systems should be developed for the teachers with Invention Teacher Certification. Various incentive solutions are on hand to be improved such as preferential placement and reward systems for outstanding invention teachers at sites. Third, promising career paths for the teachers with Invention Teacher Certification should be found that they can show their competencies in invention education curriculum consulting, training courses lectureships and STEAM Teacher Programs by Ministry of Education and Science Technology. Fourth, more studies should be conducted on related fields in order to establish Invention Teacher Certification System as a nationally registered license system.
