이 연구는 초등학교 실과교과전담제의 효율적 운영 방안을 제시하고자 하는 것으로서, 교과전담제에 대한 초등학교 교사들의 인식을 파악하고, 실과교과전담제에 대한 인식 및 요구를 분석하여 실과교과전담제의 효율적인 운영 방안을 제시하는데 있다. 이 연구의 목적을 달성하기 위하여 문헌연구와 조사연구를 병행하여 실시하였으며, 문헌연구를 통해서는 교과전담제 및 실과교과전담제와 관련된 내용을 고찰하였다. 조사연구를 위해서는 전국초등학교를 대도시, 중소도시, 군이하의 지역으로 구분하여 각 지역별로 10개의 학교(전체 30개교)를 무선표집하여 한 학교당 10명씩 총 300명의 교사를 연구의 대상으로 하고 질문지를 이용하여 요구를 분석하였다. 이를 바탕으로 실과교과전담제의 효율적 운영 방안을 제시하면 다음과 같다. 첫째, 초등학교 교사들은 실과교과전담제가 실시되기를 희망하고 있었으며, 이를 위해서는 우선, 수준 높은 실과교과전담교사가 확보되어야 할 것이다. 둘째, 실과 교수ㆍ학습실 및 실과 교수ㆍ학습 자료가 충분히 확보되어야 할 것이다. 학교의 빈교실을 적극 활용하여 공간의 효율성을 높이고, 자료의 확보를 위해서는 학습 준비물 구입비 이외의 별도 학교 예산을 철저한 계획하에 확보해야 할 것이다. 그리고 실과교과를 전담할 교사가 학교에서 실과 교과와 관련된 업무를 담당할 수 있도록 해야 할 것이다. 셋째, 실과교과전담교사의 법정 수업 시수를 주당 18시간 이하로 확정하여 충분한 교재 연구및 실습 준비가 이루어 질 수 있도록 해야 할 것이다. 이를 위해서는 교과전담교사의 법정정원 확보가 반드시 필요하며, 더 나아가 현재 3학년 이상 3학급당 0.75명으로 되어있는 교과전담교사의 배치 기준을 점진적으로 상향 조정해야 할 것이다.
The purpose of this study was to present a plan for effectively operating the practical-arts specialist teacher system for elementary school. The specific objectives for this include first, grasping elementary-school teachers recognition on specialist teacher system, second, analyzing the recognition and demand for the practical-arts specialist teacher system, and third, suggesting a plan for effectively operating the practical-arts specialist teacher system. In order to achieve the objectives of this study, the literature review and the survey research were carried out side by side. Through the literature review, the questionnaire on the practical-arts specialist teacher system was developed. This questionnaire was divided into regions such as large city, small town, and district in less than county targeting elementary schools nationwide. The random sampling was performed by 10 schools per each region. Questionnaire was carried out via postal service targeting totally 300 teachers by 10 people per one school. The collected questionnaire was used the SPSS(Statistical Package for the Social Science) WIN 11.5 program. It analyzed the elementary-school teachers recognition on specialist teacher system and on the practical-arts specialist teacher system. Given suggesting a plan for effectively operating the practical-arts specialist teacher system based on this, those are as follows. First, in order to secure the practical-arts specialist teacher system in a high level, there is necessity of carrying out the training, which gives licence for a practical-arts specialist teacher, targeting the incumbent teachers, and of allowing only teachers with this licence to be capable of working as a practical-arts specialist teacher. Second, a special room for the practical-arts teaching activity needs to be certainly arranged. For this, there is necessity of allowing empty classroom and science room in a school to be positively utilized. Third, in order to fully secure the preparatory materials for practicing the practical arts, a school needs to organize a separate budget. Fourth, there is necessity of confirming the legally teaching hours in a practical-arts specialist teacher with less than 18 hours.
