지식기반 사회에서 창의적인 인재를 양성하기 위해 특허청은 발명교실 및 발명영재학급 설치 사업을 시작하였다. 이후 정규교과에 발명교육이 도입되는 등 발명교육의 저변 확대와 기반 마련을 위해 꾸준히 노력하여 왔다. 본 연구는 발명교육 사업을 시작한 후 현재까지 추진해온 발명교육의 성과를 반성해 보고, 현재의 발명교육 실태를 체계적으로 분석하여 보다 발전적인 발명교육의 정책 방향을 모색해보고자 시도되었다. 발전적인 발명교육의 정책 방향으로 첫째, 발명교실 운영 표준 모형 정립과 활성화방안으로 수도권과 같은 대도시와 인구나 재정 여건이 열악한 지역 등으로 나누어 정책 방향을 수립해야 하며 둘째, 교육과정 운영의 내실화를 통한 학생 및 교사의 전문성 신장을 위해 시·도 교육청은 기본교육에 집중하고, 특허청은 지식재산권 교육의 심화교육 및 교육프로그램 개발·보급에 집중하는 방향으로 진행하고 셋째, 우호적 발명생태 문화 구축을 통한 발명교육의 활성화를 위해 발명교육 정책협의회 및 연구회의 활성화와 지방의 재정 자립도를 감안한 예산 지원, 발명교육 사업의 연속성 확보 등을제시하였다.
Contemporary international economic competition and social, scientific and technological developments have significantly changed ways of living all over the world. In the countries aiming at constructing powerful generations, it has been understood that invention education plays a prominent role in flourishing scientific and invention thinking. The 21st century which changes suddenly is not able to have a foresight and the world is differently changing from day to day. Characteristics of creative students include adventurousness, risk-taking, divergent thinking, and enjoyment of playing with ideas. Korean Intellectual Property Office(KIPO) is endeavoring to develop invention Education and creative brains. KIPO lead to extend the creative thinking power, the spirit of inquiry and the power of observation through systematic and efficient invention education. It was proposed that Development invention education policies was presented. First, prepared for standard model of the operating invention classroom and invention education policies of two track. Specific policy provide on cities and towns. Second, invention education Curriculum of the faithful. Invention Training programs focus on the development and dissemination. Provincial Education offices focuses on the basic education, KIPO is concentrate further training program. Third, the invention friendly building eco-cultural education through the activation of Invention. Ensure the continuity of the invention Education.
