지방공기업 통제에 대한 인식분석과 효율적 개선방안

A Study on the Perception and Efficient Improvement Alternatives of Local Public Enterprises Control

지방공기업은 공적 소유의 기초에 근거하여 공공성과 기업성을 조화시키는 조직형태라 할 수 있는데, 본 연구의 핵심 논제는 왜 지방공기업을 통제해야 하며, 지방공기업 통제에 대해 실제 종사자들은 어떻게 인식하고 있는가를 살펴보는데 목적이 있다. 연구목적을 위해 지방공사 및 지방공단 종사자들을 대상으로 설문조사를 실시하였으며, 설문조사 결과를 바탕으로 효과적인 지방공기업 통제 방안을 모색하였다. 분석결과 첫째, 지방공기업 통제의 필요성은 공익적 측면에서 필요하다고 인식하고 있다는 점이며, 이러한 인식은 지방공단보다 지방공사 종사자일수록 더 강한 편이다. 즉 지방공기업이 수행하고 있는 사업이나 현행 제도 및 규정들을 공공성이라는 가치 속에서 통제하는 것이 무엇보다 중요함을 알 수 있다. 둘째, 지방공기업의 효과적 통제를 모색하기 위해서는 지방자치단체장의 통제보다는 행정자치부장관의 통제가 보다 유의미한 것으로 분석되었다. 즉 지방공기업 통제는 주로 법령 개정을 통해 이루어지므로 행정자치부가 지방의 입장에서 통제 정책을 마련하는 것이 필요하다. 셋째, 지방공기업의 자율성과 통제는 딜레마가 아닌 역설적 측면이 강하다. 즉 배타적 가치 중에서 어느 하나를 취사선택하여 다른 하나를 배제하는 것이 아니라 상호 조화를 이루는 과정을 역설적으로 모색해야 한다는 점이다.

Local public enterprises are organizations that integrate public and corporate interests based on public ownership. The main topic of this study is why we controls the local public enterprises, and to examine how real employees of local public enterprises perceive. A survey of local public corporations was conducted for the purpose of research purposes. Based on the results of investigations, the effective control measures were sought. First, local public enterprises need control in terms of the publicness. Public control is more necessary in local corporations rather than local authority. Second, in order to efficiently to control local public enterprise, it is necessary to improve the central government s regulation rather than local government. Third, it is recommended to coordinate the exclusive value of autonomy and control.
