The content of this paper can be summarized as follows(see the figure below); First, economic development stimulates the development of political democracy. Second, economic development contributes, directly or through some welfare policies, to economic equalizing tendancy. But the latter part requires more research and reexamination. Third, political democracy may contribute to economic equlaization through welfare policies.
