부산금융중심지 구축현황과 정책제안

The Current Busan Finance Center and Strategic Policy Suggestions

본 연구는 부산금융중심지의 지정배경과 필요성 그리고 추진성과의 부분적 평가 및 성공적육성을 위한 정책제안을 제시하고 있다. 부산의 문현지역은 지난 2009년 해양・파생 특화 금융중심지로 지정되어 부산광역시와 금융감독원 금융지원센터 등 금융관련 기관의 지원으로 육성정책을 추진하고 있으나, 이를 포괄할 수 있는 컨트롤 타워의 부재로 금융중심지 육성을 위 한 실질적인 진전이 미흡한 형편이다. 따라서 본 연구에서는 지속적이고 체계적인 육성정책의 추진을 위하여 컨트롤 타워 기능을 할 수 있는 부산금융공사의 필요성을 제기하며, 동시에 문현지역은 공간면적이 부족할 뿐만 아니라 업무환경 등이 금융중심지 육성에 걸림돌이 될 수 있으므로, 문현지역 외에 북항재개발지역, 부산・진해경제자유구역 및 해운대 센텀지역에 각각 특화된 금융중심지를 개발하여 연계하는 연계형금융특구를 제안하고 있다.

The purpose of this paper is to provide strategic policy suggestions for successful developments of Busan Finance Center after reviewing its backgrounds and necessity together with partial evaluation of achievements. The Munhyeon area of Busan, designated as the center of marine and derivative financial center in 2009, and supported by Busan Metropolitan City, Financial Supervisory, etc., but substantial progress is not satisfactory due to the absence of its control tower to promote. Therefore, this paper proposes the establishment of Busan Finance Corporation as a control tower for the promotion of a sustainable and systematic upbringing policies. The second suggestion is to develop a Linked Specialized Finance Zone of North Port Redevelopment Area, Busan-Jinhae Free Economic Zone and Haeundae Centum Area for sufficient space and outstanding business environment
