지역균형발전차원에서의 전라남도의 발전전략

우리 헌법에서 소득의 재분배와 지역의 균형발전을 위해 국가의 조정과 개입을 명문 으로 인정하여 국가균형발전특별법, 지역균형개발 및 지방중소기업 육성에 관한 법률, 기업도시개발특별법, 공공기관지방 이전에 따른 혁신도시건설 및 지원에 관한 법률 등에 의해 지역균형발전을 제도적으로 꾀하여 왔다. 최근 실용정부는 광역경제권 구축, 지역주도의 특화발전, 지역간 협력과 상생을 통한 동반발전을 기본방향으로 설정하고, 전 국토의 성장과 잠재력 극대화, 지역 신성장 동력발굴 및 지역특화발전, 행 재정적 권한의 지방이양 등 지방분권 강화, 수도권과 지방 상생발전, 기존의 지역균형발전시책의 발전 보완 등을 추진전략 및 과제로 정하 였다. 본 논문에서는 우리나라의 현행 지역균형발전 관련 법체계를 검토하고, 지역발전의 격차를 좁히지 못할 뿐더러 지방자립도를 제고가 가장 낮고 지역내총생산(GDRP)이 열악한 전라남도의 지역균형발전전략과 그 개선과제를 법정책적 관점에서 논의하여 전라남도의 지역경쟁력강화와 주민의 삶의 질을 향상시키는 방안을 모색하고자 한다.

Korean constitution expressly stipulates the national mediation and intervention for redistribution of income and balanced regional development in the text and has institutionally striven for balanced regional development by Special Law on Balanced National Development, Laws on Balanced Regional Development and Promotion of Regional Small and Medium Enterprises, Special Law on Company Town Development, and Laws on Innovative City Construction and Support by transfer of public agencies to provinces. But, imbalanced development between metropolitan area and provinces, and regional provinces was deepened, underdeveloped regions were resulted by related laws and regulations for national security and keeping order even within the metropolitan area, and further imbalanced development between regions within the metropolitan area became a social issue. Recently, the pragmatic government set a joint development through establishment of metropolitan economy circle, local government-led specialized development, and interregional cooperation and win-win as its basic policy and decided maximization of growth and potential of the whole territory, development of new driving force of region, regional specialized development, transfer of administrative and financial power to provinces for strengthening the decentralization, win-win development of metropolitan area and provinces, and development and complement of existing balanced regional development policies as its development strategies and tasks. This study examines the legal systems related to the current balanced regional development of Korea and discusses the strategies of balanced regional development of Jeollanam-do province with the lowest local financial self-support capacity and poor gross regional domestic product (GRDP) and its improvement task from the legal policy view.
