The Study on Developing the Evaluation Indicator for Crime Prevention in Apartment Complex

본 연구는 공동주택 단지에서의 범죄로부터의 안전성을 평가하는 지표를 개발하는데 있다. 이 연구의 목적은 범죄안전성에 대한 평가지표를 개발하기 위하여 그리고 평가모델을 개발하기 위해 관련 문헌들과 연구성과들을 검토하였다. 먼저 평가지표의 개발을 위한 기초연구를 위하여 환경설계를 통한 범죄예방전략에 관한 논문과 외국의 범죄로부터의 안전을 평가하는 체크리스트와 규정, 지표들을 동시에 검토하였다. CPTED 는 도시공간의 물리적 환경설계를 범죄 방어적인 구조로 변경 또는 적용함으로 범죄와 범죄피해에 대한 공포심을 차단하고, 감소시켜 주는 실무적 이론이다. CPTED의 5가지 기본원리인 영역성의 강화, 자연적 감시, 접근통제, 활동인자의 지원, 유지 및 관리 등에 관한 각각의 특성들과 원리들을 검토하였으며, 한국경찰의 환경설계를 통한 범죄예방전략과 관련된 지침들을 검토하였으며, 특히 공동주택단지의 방범환경설계에 관한 세부적인 지침들을 분석하여 본 연구의 평가지표의 개발에 참고하였다. 개발된 평가지표들은 공동주택단지에서의 범죄의 취약성과 안전에 관한 내용을 중심으로 평가지표가 개발되었다. 그중 아파트단지의 방범평가지표는 영역성을 비롯하여 유지 및 관리까지 7개의 영역에 걸쳐 44개의 문항으로 구성되었고, 빌라, 연립단지는 총 39개문항으로 구성되었다. 이 연구에서 개발된 평가지표는 말 그대로 신뢰도와 타당도가 우수한 구조화된 평가지표를 개발하기 위한 예비연구의 성격이 강하다는 점이다. 하지만 이 연구를 통해서 개발된 평가지표는 아파트단지의 범죄안전성을 평가하는 지표로 활용될 수 있은 뿐아니라 방범안전을 진단하고 평가하는 지표로 활용될 수 있는 지표이다. 따라서 공동주택단지 방범안전진단평가지표는 범죄 및 범죄두려움을 감소시키고 지역사회발전을 구축하는 효과적인 범죄예방프로그램으로써 중추적인 역할을 수행할 수 있을 것으로 사료된다.

This study intends to examine developing the evaluation indicator for crime prevention in an apartment complex. The purpose of this study was to verify the validity of the evaluation indicators on safety and health education programs provided to Korean industrial workers, by developing further. In order to develop the evaluation indicator on crime safety and the evaluation model was classified into Structure, Activity and Output. To develop the early evaluation indicator, the secondary analysis was made on the various examinations on literatures about Crime Prevention Through Environment Design( CPTED ). CPTED involves the design of a physical space so that it enhances the needs of bona fide users of the space. This emphasis on design and use deviates from the traditional target hardening approach to crime prevention. CPTED is supported by the following five overlapping princinples that are applied to specific sites and situations. That s territoriality, natural surveillance, access control, activity support, and maintenance. As for such developed indicators, the evaluation categories of Evaluation Indicator for Crime Prevention in an apartment Complex were classified into 44 of seven areas such as territoriality, natural surveillance, access control, activity support, and maintenance including detailed evaluation factors by the category. The evaluation indicators developed through this study will possibly develop and be applied to evaluation tools on crime prevention program in an apartment complex, which may further become the standardized indicators to better operate safety from crime. Therefore, it is believed that Evaluation Indicator for Crime Prevention in Apartment Complex, a new mechanism of crime control which reduces crime and its fesr and activates community shall play a control role as an effective crime prevention program to establish continuous development of community.
