현재 우리사회는 사회양극화 현상과 함께 부모의 가출ㆍ이혼ㆍ별거ㆍ질병 및 사망 등에 따른 가족해체로 빈곤 상황에 놓이는 아동이 급격하게 증가하고 있음에도 불구하고 아동복지서비스 및 정책은 아동의 빈곤문제에 대해서는 제대로 대처하고 있지 못하고 있다. 이에 2013아동종합실태조사 이용하여 우리나라 빈곤 아동의 현황과 빈곤이 아동에게 미치는 영향에 대해 알아보았다. 그리고 빈곤 아동을 위한 복지서비스인 위스타트, 드림스타트, 교육복지우선지원사업, 청소년방과후아카데미 사업에 대한 알아보고, 이 사업의 질적향상과 더불어 적극적인 홍보의 필요, 교육ㆍ복지ㆍ보건이 연계된 통합적 서비스의 필요, 종사자에 대한 처우 개선과 전문가 양성 교육프로그램이 필요함을 제시하였다.
