Strategy for Enhancement of a Protection of National Infrastructure in Transportation

국내 국가기반체계 보호지침은 위험요인 분석, 위험도평가, 필수기능 범위지정 등 국가기반체계 보호활동 주요내용에 대한 규정이 미흡하여 주관 및 관리기관의 보호활동에 올바른 가이드를 제시하지 못하고 있다. 국가기반시설 취약성분석 및 영향력분석 등 위험분석 절차가 선언적으로만 제시되어 있어, 위험분석이 형식적으로 수행되거나 아예 누락되는 등 문제가 발생하고 있어 실무적 운영측면과 고도화에 한계가 있다. 이에 본 논문은 국내 교통관련 재난관리책임기관의 국가기반시설 관리실태를 파악하고 선진외국의 국가기반시설 재난관리 전략 등을 파악하여 국내 국가기반시설 재난관리 고도화 방향을 제시하였다.

As demonstrated in cargo crisis at Incheon Airport (January 2016) and flight cancelation incident at Jeju Airport due to heavy snow (March 2016), the task continuity for construction of quick recovery system and early response capability in case of large-scale social disaster such as paralysis of national transportation infrastructure is inadequate. That is, the inadequate provisions regarding major details of national infrastructure protection activity such as risk factor analysis, risk assessment, and essential function scope designation suggested in 2015 National Infrastructure Protection Guideline hinders the suggestion of proper guide to protection activity of the supervising and managing institutions. Accordingly, this article has identified the management status of national infrastructure by institutions in charge of disaster management regarding domestic transportation and identified the disaster management strategy for national infrastructure in advanced foreign countries, and proposed the direction for advancement of disaster management for domestic national infrastructure.
