드론 기반 국공유지 관리모형 구축방안에 관한 연구

A Study on the Construction Plan of the National & Public Land Management Model Based on the Drone

우리나라 국토면적의 32.8%를 차지하고 있는 국공유지에 대한 체계적인 관리는 공공자산을 관리한다는 사명감과 책임감을 동반하는 중요한 행정임에도 불구하고, 그간 재산관리부서별로 다양한 행태로 종이지도 중심 아날로그 도해방식으로 관리되어 왔다. 본 연구에서는 다차원 공간측량방법인 드론측량기반 정확한 디지털방식의 국공유지 관리모형 구축방안에 대하여 연구하였다. 연구결과, 첫 번째 단계로, 대량 필지로 구성되어 있는 국공유지를 T/S 및 GPS에 의한 측량방법으로 지적확정측량을 실시하여 인근 부지와의 정확한 토지경계 및 점유현황을 디지털자료로 구축한다. 두 번째 단계로, 국공유지상에 존재하는 건물 기타 시설물에 대하여 드론측량을 실시하여 디지털 정사영상 자료를 구축한다. 마지막으로, 드론측량으로 확인된 건물 기타 시설물에 대하여 NFC 태그 부착 및 재산관리시스템과 연계하는 단계이다. 본 연구를 통하여 국공유지관리 분야에서 드론 적용의 극대화 가능성을 확인하였다.

Over 32.8% of land in Korea is public land, where a systematic management of these lands is an important administration work accompanied with sense of duty and responsibility to manage public assets. However, the working environment over time has been analogue oriented work using paper maps. This study investigates the method to establish a accurately digitalized national and public land management model based on a multi-dimensional spatial surveying tool available with drones. This study concludes, firstly, cadastral confirmation survey of national & public land in large parcels should be conducted using T/S and GPS surveying to establish a digital database of land status and accurate boundary of the parcels and the adjacent land. Secondly, digital orthographic images of buildings and/or other facilities located in national & public land should be established with land survey performed by drones. Lastly, this study suggests a drone based national & public land management model, by assigning NFC tag numbers to each building and/or facility surveyed by the drone and register the information into the asset management system.
