A Study on the Self-Governing Police roles of increasing Immigrated Foreigners who married to Koreans in Basic Self-Governing Province

Almost about 50 percent married men in countries throughout Korea presently have their foreign spouses. so it is essential to make various efforts for multi-culture households in which farmers aging for wedding marry to foreign women. It means that educational policies for their social activities as well as institutional measures are desperately needed. Many virgins, who come from other countries, especially East Asia, are treated unfairly due to differences in race, rank, gender, and culture. It seems that there is a connection with korean tradition that has been derived from the ideology of Confucius. The tradition is some exclusive to unfamiliar cultures, leading to be inactive in receiving strange foreign cultures. In addition, the other tradition is a leading factor not to accept different cultures easily. It is that the father is the most powerful and takes priority of others in deciding many things within the family. It is because he is responsible for the whole members of his family. particularly for the livelihood, These two traditions seen above are the main elements of lack of understand about multi-culture families and besides, bring about trobles in communicating within the household. Moreover, siblings of those married couples families are often isolated from their peers because of their different skin and influent Korean. In this case we just sit and watch without any alternatives, they could provoke social problems unless they are assimilated in korean society in coming future. It is, therefore, needed to recognize them as social members and come up with measures to protect their basic rights. To achieve this, such like social tolerance of multi-culture households and social institutional apparatus for them should be basically arranged. Corresponding to humanity invasions of immigrant foreign virgin who married to korean single farmers, presently there are no adequate counter-measures. Thus, this study analysed humanity invasions done by korean husbands to their foreign housewives. In order to cope with the problem, it suggests local police officers roles and proposes extend the business extent of autonomous police in the near future to meet the expectancy of demands for local policing, especially for multi-culture households. Multi-culture household usually means that a bachelor country man weds a foreign virgin who mainly comes from East Asia, including China and after marriage, they start to suffer from dissimilar culture each other. But if every foreign man or woman conforms a family by uniting with a korean person, the family can be thought to be a multi-culture one. According to a research about problems within multi-culture family, the biggest problem is the violence, including mentally and physically, by a spouse especially husband against his wife. Whereas the violence rate of general married men accounted to 40.3 percent in 2007, the rate against foreign wives mounted to 47.7percent, 7.4 percent higher than the rate of the violence occurred against korean housewives. Among husbands violences in multi-culture family, language violence is the highest , 31 percent, physical is the second, 10~14 percent, and sexual and threatening forceful behaviors are following. These kinds of violences usually result from dissimilarity in language and culture between korean husbands and over-seas wives. The other causes are the difficulties in communicating, husbands characteristics and the erratic wedding contract made between a wedding broker and a bachelor who wants to marry to a foreign woman. With that contract ,before a marriage , he pays some money to the broker for marrying to her. But after their unification, the man tends to think his spouse as his own object bought by giving money, leading to use physical ,emotional, and sexual violences. To solve this problem, local police should strengthen its policing working, especially for multi-culture households.
