혼합전략하의 내쉬균형을 이용한 업태별 농식품 원산지표시 단속의 평가

(Assessment on Enforcement of Food Origin Labeling System by Marketing Type Using Mixed Strategy Nash Equilibrium)

Korea introduced Food Origin Labeling System in 1991 and a full-scale system enforcement of it has been initiated after 1994. However, assessments on the effectiveness of the system are quite current and rare. In addition, even these efforts have focused on assessment by food item, which do not properly reflect the actual enforcement of the system because the system is enforced by marketing type. Therefore, in this study, the effectiveness of the system enforcement was analysed by marketing type, using the Mixed Strategy Nash Equilibrium, an equilibrium concept of the game theory. The result implies that the level of cheating probability is found to be rather lower than expected, ranging from 0.7% to 7.8% with the mean of 2.5%. To respond to this cheating behavior, the NAQS (National Agricultural Products Quality Management Service) raided with the mean probability of 1.5%, which is far less than the optimal mean raid probability of 8.8%. However, NAQS seems to react properly to the cheating behavior of the restaurants and meat stores, that are its main target marketing types.
