방송-통신 융합에 따른 주파수 정책의 이슈와 과제

Issues in the radio spectrum policy in the era of broadcasting-telecommunications convergence

무선통신 및 방송서비스에 대한 수요 증가로 주파수자원에 대한 정책적 사업적 관심이 높아지고 있으며 최근의 통방융합 추세로 새로운 정책이슈가 발생하고 있다. 본 연구는 주파수이용의 법제도에 관한 학술연구를 촉구하는 의미에서 국내 전파법의 현실을 점검하고, 주요 이슈를 파악하며 글로벌 동향에 비추어 이슈별 개선방안을 정리하고 있다. 특히 시장여건 변화에 따라 전세계적으로 주파수정책의 패러다임이 어떠한 형태로 변화하고 있는지를 살펴보고 있으며 경제학적 시각에서 디지털 전환에 따른 방송주파수의 재활용, 주파수경매제도 등에 대한 법제도 개선방안을 제언하고 있다.

As there has been increasing demands for mobile telecommunications and broadcasting services worldwide, national regulatory bodies now consider frequency spectrum as a key strategic resource for the development of spectrum-enabled industry and also the growth of national economy. Recently the global trend of telecommunications-broadcasting convergence sheds a new light on the spectrum management policy. To respond, this article reviews the history and status of spectrum management policy in Korea, and suggests future policy framework that helps to enhance both economic efficiency and inter-modal equity among different uses and users. In particular, this study suggests that spectrum auction should be introduced as an essential policy tool for the purpose.
