건강기능식품 관련 정책의 우선순위 평가에 관한 연구

A Study on Evaluating the Priority of Policies in Health Functional Food

The objective of this study is to evaluate the priority of policies in health functional food in order to vitalize and develop related market and industry using Analytic Hierarchy Process (AHP) and Analytic Network Process (ANP). Three fields of policy and four detailed policy measures in each field are selected. Data for AHP and ANP is prepared from a survey targeting experts in health functional food, and pairwise comparison is conducted to evaluate the priority order of 12 policy measures. As a results, ‘support for functionality and safety evaluation’, ‘rationalization of labeling and advertising system’, and ‘improvement of functionality evaluation system’ are at the top three when AHP is used. However, instead of ‘improvement of functionality evaluation system’, ‘reinforcement of consumer confidence’ is in high rank when ANP is used. The analytical results show that comprehensive reformation of present system and formulation of a new long-term policy are required to achieve the policy goal in developing health functional food industry.
