This paper aims at providing grounds for prioritizing policy tools to in food industry policy. To this end, this study employs Analytic Hierarchy Process based on expert survey. Main findings are three-folds: First, enhancing linkages between agriculture and food sectors is the most imperative criterion to be achieved. Second, (horizontal) integration of relatively small firms (clustering) is expected to lead to synergy effects. Third, larger investment on infrastructure including R&D and human resources is to be desired. Also, more attention is to be paid on loaning rather than direct subsidies.
