Influence Analysis on Resident Satisfaction and Donor Country Image in Cambodia Rural Development : Application of OECD/DAC Evaluation Criteria and PLS-SEM

The research purposes are (1) to identify the structural relationships between a rural development project’s evaluation criteria (relevance, efficiency, effectiveness, impact, sustainability) and resident satisfaction and donor country image, using partial least squares structural equation modeling (PLS-SEM); and (2) to discover evaluation criteria to improve resident satisfaction and create positive donor country image, using Importance Performance Matrix Analysis (IPMA). Questionnaires were collected from 224 residents of Cambodia on 18 July and 19 July 2015. The results from the path analysis show that relevance and efficiency significantly affected resident satisfaction, and impact and sustainability affected donor country image. Effectiveness had the largest significant influence on both resident satisfaction and donor country image from the path analysis and had the highest importance and performance in the IPMA.
