In this paper, the following three improvement alternatives were suggested to resolve the social controversy over antibiotic-free certification by comprehensively examining the surveys on consumers and certified farms and the foreign cases : 1) recognizing products that used antibiotics as antibiotic-free livestock products if the conversion period is observed; 2) not recognizing products that used antibiotics as antibiotic-free livestock products; and 3) changing the name “antibiotic-free”. As a result of assessing the priority of the three alternatives by applying the AHP technique, experts rated the second plan most highly.
