Mobile Contents Regulation in Digital Broadcasting Age : Focused upon the Channel Policy of Statelite DMB

본 연구는 최근 도입단계에 들어선 위성DMB의 모바일 컨텐츠 관련 정책 및 규제방향을 제시하는 데 목적이 있다. 위성DMB 도입과정은 사회적 수요에 따른 새로운 기술 도입이 아닌 기술결정론적 성격을 강하게 보여주고 있다. 때문에 일부에서는 특혜도입이라는 시각이 있는 것도 사실이다. 그러한 기술결정론적 도입을 정당화 시켜 주는 것이 바로 DMB의 이동성(mobility), 개인화(personal)된 매체, 멀티미디어적 성격(multimedia), 양방향성(interactivity) 등과 같은 기술적 특성들이다. 그러나 이러한 모바일 매체로서 위성DMB의 기술적 속성들은 다분히 이데올로기적이라 할 수 있고, 활용여부에 따라서 엄청난 부작용을 유발할 수도 있다. 더구나 정책목표 역시 시청자 복지차원이 아니라 방송의 디지털 전환이라는 정부의 목표와 통신사업자의 방송진출이라는 목표가 결합된 형태에 맞추어지고 있다. 그렇지만 현실적으로 양방향 멀티미디어서비스는 기술적으로 미흡한 상태이고 지상파방송의 독과점 구조, 위성DMB 속성에 맞는 모바일 컨텐츠 산업기반의 미비 등으로 위성DMB사업은 통신서비스의 번들형 서비스화 되거나 아니면 케이블 TV에서 나타난 바와 같은, DP, CP 등에 대한 약탈적 거래구조를 재현할 수 있다. 실제로 신위주 채널 구성, 모바일 채널과 공적 채널의 미비 등이 그 것이다. 결론적으로 현재 준비 중인 TU미디어를 통해 모바일 컨텐츠 산업을 육성하기 위해서는 위성DMB 채널구성과 관련해 규제와 지원육성이라는 아중적 정책이 필요하다 할 수 있다.

The major purpose of this is to suggest the policy direction and regulation of satellite DMB s mobile contents. The Introduction process of satellite DMB shows the characteristic of the technological determinism without social need strongly. Therefore a lot of scholars and competitive enterprises criticised it as preferential license . The logic based to the introduction of satellite DMB is DMB s technological characteristics; mobility, personalized media, multimedia, interactivity etc.. However those characteristics of satellite DMB is very ideological. According to the using direction, it will happen to awful side effects. And policy purpose is focused not to viewer s welfare but to marriage between government goal, converting the broadcasting digitalization, and telecommunication enterprise s broadcasting market entrance. In spite of introduction policy, mutual multimedia service is not enough technologically. It is possible of satellite DMB to be bundling service of telecommunication service or plundering transaction to DP(data provider), CP(contents provider) as cable TV SO because of three terrestrial broadcasting monopoly system, defective industrial base of mobile contents. Really we found those aspects in the satellite DMB planning of TU Media Cooperation. That is channel programming considering the terrestrial broadcasting re-transmission, the defect of mobile and public channel. In conclusion, it is necessary to regulate and support to satellite DMB in order to rearing the mobile contents.
