Mobile Handset Subsidy and Social Welfare

최근 우리나라에서는 단말기 보조금의 금지를 해제하여야 하는지 여부에 대한 많은 논란이 있었다. 본 고에서는 네트워크 산업의 특성을 고려하여 단말기 보조금을 금지하거나 허용할 경우에 사회후생이 어떻게 변하는지를 분석한다. 분석을 위해서는 Bertrand 모형의 논리를 활용하였다. 분석의 결과 단말기 보조금의 허용이 우려하는 것처럼 약탈적으로 설정될 가능성은 크지 않은 반면, 경쟁을 촉진하고 소비자의 후생을 제고할 가능성은 큰 것으로 나타났다.

This paper analyzes policy implications of mobile handset subsidy. Mobile industries exhibit increasing returns to scale and switching costs. Based on the Bertrand oligopoly model, the paper concludes that law should not ban mobile handset subsidy, since the subsidy is likely to enhance social welfare and competition rather than the predation of entrants. After all, competition law should protect competition, not competitors.
