해방 이후 범죄대응을 위한 경찰조직 변천에 관한 연구

A Study on the Police Development over Anti Crime - focused on from 1945 to 2015 -

대한민국은 해방이후 아프라카 가나와 가봉에도 뒤지는 세계 최빈국(1인당 GNI 45달러) 대열에서 2014년 세계 13위(1인당 GNI 2만 8천 180달러)로 급성장했다. OECD 국가이자 G20 국가로 선진국에 당당히 진입한 것이다. OECD 국가이자 G20 국가로 선진국에 진입한 우리 국민들은 역사의 정통성과 자긍심을 갖고 있다. 또한 국민들과 경찰구성원들은 대한민국의 국가발전에 가장 큰 초석을 다진 경찰의 정통성에 많은 관심을 가지고 있다. 비록 역사적 과오는 있지만 경찰은 대한민국의 위대한 발전에 묵묵히 그리고 소리 없이 공헌한 숨은 조력자였다. 그러나 민주화 과정에 대한 경찰의 과오와 증가하는 다양한 범죄현 상, 고도 산업화와 정보화의 급진전에 따른 다양한 범죄의 증가는 국민의 신뢰를 얻지 못하는 원인이 되고 있다. 경찰의 끊임없는 노력에도 불구하고 국민의 경찰 변화에 대한 요구가 한층 더 증대되면서 경찰은 아직도 국민의 애정과 신뢰를 받기보다는 질책과 비난의 대상이 되는 경우가 많은 것이 사실이다. 지금까지 경찰의 역사에 대한 연구들에서는 과거 경찰의 역사를 소개만 하고 있을 뿐 경찰의 과오와 국민의 신뢰를 받기 위한 각 시기별 평가가 부족 하였다. 본 연구에서는 경찰 70년 회고를 위한 기본적 논의로써 첫째, 근대경찰인 경무청의 역사성과 정통성 문제를 다루었다. 둘째, 미군정기 경무국의 역사성과 정통성 문제를 논의하였 다. 마지막으로 민주화에 대한 경찰의 과오문제를 고찰하였다. 위와 같은 문제의식을 바탕으로 본 연구에서는 오늘날 대한민국의 경이로운 발전과 함께한 해방 이후 경찰의 70주년을 경무국, 치안국, 치안본부, 경찰청으로 시대구분을 하여 그당시의 시대적 상황과 경찰의 과오와 발전을 고찰하였다.

This article is a primarily study on the 70th Korean Police History and Development since 1945 to 2015. Korean Police has been built on 21th October 1945. It is argued that Korean Police has been Good Police or Bad Police during the time of Modern Korean History. But Korean Police have a great role in the field of social safety and economy growth. Korean Police have been designed for the Korean people to be happy and feel safety from 1945 up until current times. This study comparatively analyzed the change of modern korean police. The conclusions of this study is summarized as follows. Firstly, the period of Kyungmu Bureau(1945-1948) were the times of direct rule system building and centralized police system building. That times Police have had an anti-soviet union and anti-communist policy. Secondly, the period of Chian Bureau(1948-1974) were the times of removing the pro-communist and anti-government That times Police have had strengthened police power and obeying the people. Thirdly, the period of Chian Headquarter(1974-1991) were the times of control and order. That times Police have had protected military government and suppressed democracy. Fourthly, the period of Kyungchal Agency(1991-2015) were the times of contributing to modernize the police organization. In that time, Korea people have played the principal role in setting up the care and service policy of police. And police have taken issues of Police Administration, Detection Techniques, Criminal Psychological and Social Issues, Types of Crime and Legal Questions.
