Volatility of Beef Cattle Inventory and Policy

Production and price of cattle in the past three decades has shown irregular cyclical variations. So calf deficiency payment system (CDPS) was introduced in 2001 as a safety net for breeding farms and was first enacted in the third quarter of 2008. However, Korea-US FTA was concluded in April 2007. Furthermore, FTA’s with other beef exporting countries are scheduled to be concluded in the near future. These consecutive FTA’s seem to render nonnegligible impacts to the domestic beef sector. On the other hand, the importance of beef production in agriculture can hardly be underestimated in many respects. This is why livestock policy has been mainly focused on Hanwoo the Korean native cattle. But the current CDPS is not efficient enough to stabilize beef production under open market system and needs prompt improvement.
