Investigating Multi-Attributes for Rural Water Development Project Impacts in Regional Areas: Applying the Analytic Hierarchy Process

The paper is to analyze multi-attributes for rural water development project impacts which have environmental, economic, and socio-cultural factors consisting of 12 attributes which have both positive and negative impacts. We applied the analytic hierarchy process (AHP) to data from regional opinion polls. As a result of the AHP survey, the overall results indicate that the local respondents more weight on environmental factor than economic and socio-cultural factors for rural water development project impacts. At the lowest level, a comparison of individual 12 attributes within three factors shows that downstream water quality ranks highest in multi-attributes, followed by residents material damage, regional economic development. And, inter-regional analysis indicates that local respondents have different preferences over rural water development project impacts according to their opinion for dam construction. To achieve the public acceptance about rural water development project, the policy-makers should take all relevant factors into account through the decision-making process by the public opinions.
