A Study on the Specialization Zone for Chinese Cross-boarder e-Commerce in the Capital Area of Korea

연구목적: 수도권역에서 가장 가까운 한중 FTA 회랑의 중요한 거점도시인 인천광역시의 항구 및 배후단지를 중심으로 대중국 전자상거래 역직구를 위한 옴니채널 플랫폼의 구축과 이의 효율적 활용을 위한 연구가 본 논문의 연구목적이다. 논문구성/논리: 본 논문의 구성은 제1장 서론, 제2장 한중 FTA 및 지방경제협력, 제3장 한중 전자상거래 및 중국 전자상거래 종합시험구 현황, 제4장 대중국 역직구를 위한 수도권역 전자상거래 특구화 방안, 제5장 결론이다. 결과: 대중국 역직구를 위한 수도권역의 전자상거래를 위한 특구지정을 위해서는 첫째, 한중 FTA의 이행기구를 적극 활용, 둘째, 한중 시범지구 표준화 추진, 셋째, 중국 웨이하이에 있는 인천관과 인천에 있는 웨이하이관의 활용을 통한 다양한 사업 추진, 넷째, 인천과 웨이하이의 U-City 공동협력사업 추진, 다섯째, 인천경제자유구역 송도, 영종, 청라지역에 항만단지조성, 여섯째, 인천시의 항만배후 물류단지 조성, 일곱째, 정부의 역할과 지원 등이다. 독창성/가치: 전자상거래의 한국, 중국, 한중관계의 전자상거래 등 다양한 분야의 연구가 현재 이루어지고 있지만, 거대시장 중국과 2015년에 발효된 한중 FTA 합의문을 토대로 한중간 전자상거래활성화를 위한 시범지역 선정 및 지방경제협력에 대한 연구는 아직 미흡한 실정이다. 이에 본 논문은 우리나라 수도권역에서 대중국과의 전자상거래 수출, 즉 역직구 활성화를 위한 시범특구화 방안을 모색하였다.

Purpose: The purpose of this study is to construct an omni-channel platform for the direct and indirect use of the e-commerce station in China, focusing on the port and hinterland of the Incheon Metropolitan City, which is the most important base city of the Korea–China FTA corridor closest to the capital area. Composition/Logic: The composition of this paper is as follows: Chapter 1 presents the introduction, chapter 2 discusses the Korea–China FTA and local economic cooperation, Chapter 3 considers the Korea–China e-commerce and China e-commerce comprehensive test zone status, and chapter 5 offers the conclusion. Findings: In order to designate a special e-commerce zone for Chinese exports in the capital area, the first requirement is to consider the implementation framework of the Korea–China FTA. The second requirement is to promote the standardization of the pilot zone in China and the third, the Incheon Pavilion in Weihai. The fourth is promotion of the U-City cooperation project between Incheon and Weihai. The fifth requirement is the development of a port complex in the Incheon Free Economic Zone that consists of the Songdo, Yeongjong, and Cheongna areas. The sixth requirement is the development of a port harbor logistics complex in Incheon city, and the seventh requirement is government support. Originality/Value: Currently, studies on various fields such as e-commerce are being conducted from the perspective of the Korea–China relationship. However, research on the selection of the pilot region and local economic cooperation for the activation of e-commerce between Korea and China based on the Korea-China FTA Agreement entered into force in 2015 is still insufficient. In this study, we attempt to identify a method to promote e-commerce exports to China from the metropolitan area in Korea, namely, the activation of the special zone for revitalization of exports.
