This study focuses on the way of introducing the system of Agro-Product Quality Certification Services which is assumed to be one of the policy measures to improve quality of agricultural products. Objectives of this study are to evaluate the policy of Agro-Product Quality Certification Services, to point out problems of Private Consignment which is considered as one of the possible ways of implementing the system, and to find out the role of producer s organizations as representative and proper consignment organizations for the system.
