A Study on the Improvement and Evaluation of Environmental-Friendly Direct Payments

The objectives of this study are to analyze result and problem of environmentally- friendly direct payments and to suggest for improving the formal policy program to establish environmentally-friendly direct payments. Based on an examination of the problem, several suggestions are for establishing formal policy program of environmental direct payments. Under the framework of the blueprint, in order to problem improvement of environmental direct payments. we need to be introduced the diverse incentive scheme, increases of unit payment and control of payment period, clear clarification of policy objectives and goals, and Monitoring system strengthening, countermeasure about low-level agrochemical-grown certification abrogation, environmental direct payments induction of various menu system.
