Feasibility Analysis of the TM/TC System in Agricultural Water Management : A Case Study of Chungju and Sangju

The objective of this study is to analyse economic effects of the TM/TC(Tele Metering/Tele Control) system in agricultural water management. Chungju and Sangju were chosen as case areas for the analysis. Benefit Cost analysis method was utilized, in which B/C(Benefit/Cost) ratio and IRR(Internal Rate of Return) were simultaneously produced as economic indicators. In B/C ratio analysis, mainly 5 percent discount rate was used. Economic duration of the TM/TC system is counted as 20 years. Labor cost reduction, water use reduction, and disaster reduction were counted as the benefits occurred from the TM/TC system. Several scenarios were made in order to provide alternative results for policy makers. The scenarios were classified based on the reduction rate of water use, water price, and disaster(drought) rate. The economic results of the TM/TC system operated in Chungju turned out to be effective. B/C ratio ranged 1.47~2.94, where IRR ranged 9~34% by simulating the water reduction rate from 4% to 10%, given the lowest water price. Under the worst scenario, Sangju area showed B/C ratio 3.16, IRR 25%; B/C ratio 1.18, IRR 8% with and without including disaster reduction effect, respectively. These results imply the TM/TC system in agricultural water management was economically effective in the two case areas, even though Sangju area has realized less effective.
